Import Refusal Process (IRR Portal — Import Refusal 处理流程)
- Notice of Detention: FDA issues a detention notice; the importer has 10 working days to respond (FDA 发出扣留通知，进口商有 10 个工作日答辩)
- Refusal of Admission: Final decision; must be destroyed or exported (最终决定，须销毁或出口)
