Scope of "pet food"
The announcement defines covered products: "宠物食品是指经工业化加工、生产的供宠物直接食用的产品，包括干制宠物食品、罐头宠物食品、宠物零食、宠物卷类食品、宠物营养补充剂及咀嚼产品" — industrially processed products for direct pet consumption, including dried pet food, canned pet food, pet snacks, pet roll-type food, pet nutritional supplements, and chews.

Key requirements
- Animal-health suspension: if any listed disease occurs in NZ, MPI must immediately suspend all pet food exports to China; exports resume only after joint risk assessment and mutual agreement.
- Ruminant protein ban: "禁止使用反刍动物源性蛋白饲喂反刍动物（牛奶除外）" —禁止使用反刍动物源性蛋白饲喂反刍动物（牛奶除外）; and "反刍动物源性原料不得来自中国实施传染性海绵状脑病（TSE）禁令的国家和地区" — ruminant-origin raw materials must not come from countries/regions under China's TSE ban.
- Processing: commercial-sterile pet food; thermally processed dried pet food ("挤压膨化干制宠物食品在挤压膨化或干燥工序中，产品中心温度不低于100ºC" — extruded dried pet food center temperature ≥100°C during extrusion/drying). FMD outbreak contingencies specified.
- Labelling & packaging: "包装加施中英文标签" (Chinese–English label); "外包装须注明生产加工企业名称与地址、注册登记号码、出口国，并标注“非供人类食用”或“仅限宠物食品用”字样" (outer package must show processor name/address, registration number, exporting country, and the mark "not for human consumption" / "pet-food use only").
- Health certificate: "每批含陆生和/或水生动物原料的输华宠物食品须随附至少一份卫生证书原件" — each batch containing terrestrial and/or aquatic animal material must carry at least one original health certificate.
