第十三条 / Article 13
国务院农业行政主管部门应当依照本条例第九条规定的新饲料、新饲料添加剂的评审程序组织评审，并决定是否核发饲料、饲料添加剂进口登记证。
首次向中国出口中国境内已经使用且出口国已经批准生产和使用的饲料、饲料添加剂的，应当依照本条第一款、第二款的规定申请登记。国务院农业行政主管部门应当自受理申请之日起 10 个工作日内对申请资料进行审查；审查合格的，将样品交由指定的机构进行复核检测；复核检测合格的，国务院农业行政主管部门应当在 10 个工作日内核发饲料、饲料添加剂进口登记证。
饲料、饲料添加剂进口登记证有效期为 5 年。进口登记证有效期满需要继续向中国出口饲料、饲料添加剂的，应当在有效期届满 6 个月前申请续展。
禁止进口未取得饲料、饲料添加剂进口登记证的饲料、饲料添加剂。
The administrative department for agriculture under the State Council shall, in accordance with the review procedures for new feeds and new feed additives stipulated in Article 9 of this Regulation, organise a review and decide whether to issue a feed or feed additive import registration certificate.
Where feed or feed additives that have already been used within the territory of China and have been approved for production and use in the exporting country are to be exported to China for the first time, registration shall be applied for in accordance with paragraphs 1 and 2 of this Article. The administrative department for agriculture under the State Council shall examine the application materials within 10 working days from the date of accepting the application; where the examination is passed, the samples shall be submitted to a designated institution for re-inspection; where the re-inspection is passed, the administrative department for agriculture under the State Council shall issue the feed or feed additive import registration certificate within 10 working days.
The validity period of a feed or feed additive import registration certificate shall be 5 years. Where it is necessary to continue to export feed or feed additives to China after the expiration of the import registration certificate, an application for renewal shall be submitted 6 months before the expiration of the validity period.
The import of feed or feed additives that have not obtained a feed or feed additive import registration certificate shall be prohibited.
