Regulation (EU) 2015/2283 of 25 November 2015 is the EU's framework regulation on novel foods — the legal basis under which alternative proteins (insect proteins, algae, single-cell proteins, and other formerly non-traditional ingredients) must be authorised before being placed on the EU market. It amends Regulation (EU) No 1169/2011 and repeals the earlier Regulation (EC) No 258/97.
Pet-food relevance: a protein (e.g., an insect species or a fermented/single-cell protein) marketed as a pet-food ingredient in the EU must have a authorised novel-food status under this regulation (or fall under the feed-law framework, Reg (EC) 183/2005 / processed-animal-protein rules). The per-species insect authorisations (e.g., Tenebrio molitor, Acheta domesticus, Hermetia illucens) are issued as implementing regulations under 2015/2283 — see novel_protein_eu_insect_species_2025_1377.
