Animal Protection Act (동물보호법) — prohibition of animal cruelty and transport rules

Article 10 — Prohibition of Animal Cruelty etc. (제10조 동물학대 등의 금지)
Under 제10조(동물학대 등의 금지), no person shall commit the following acts of killing or causing death to an animal:
- causing death by a cruel method such as hanging (*목을 매다는 등의 잔인한 방법으로 죽음에 이르게 하는 행위*);
- killing in a public place such as a street, or causing death in front of another animal of the same kind;
- using an animal as feed for another animal without unavoidable reason such as the animal's habits/ecological environment;
- causing an animal's death without just cause prescribed by Ministry of Agriculture, Food and Rural Affairs Ordinance (e.g., direct threat to human life/body or property-damage prevention).
No person shall commit the following acts against an animal (제10조 제2항):
- causing injury by physical/chemical means such as tools or drugs — except where prescribed by Ordinance for disease prevention/treatment of the animal;
- damaging a living animal's body, collecting bodily fluids, or installing a device to collect bodily fluids.
Article 11 — Transport of Animals (제11조 동물의 운송)
Under 제11조(동물의 운송), a person transporting animals (as prescribed by Ministry of Agriculture, Food and Rural Affairs Ordinance) must comply with:
- supplying suitable feed and water to animals in transit and avoiding shock/injury from abrupt start/braking;
- using vehicles structured to minimize pain from rapid temperature change, breathing difficulty, etc., and to avoid injury;
- taking necessary measures (e.g., installing partitions) so that sick, young, or pregnant/lactating animals with offspring are not injured by other animals in transit;
- not throwing or dropping the animal or its transport cage when loading/unloading, causing injury;
