This topic covers Articles 6 and 7 of MAFRA Notification No. 2025-20, governing production conditions and manufacturing facility approval requirements for pet food exported to Korea.
Article 6 — Production Conditions (생산조건)
Three mandatory requirements:
- Territory: Pet food shall be produced in the exporting country.
- Contamination prevention: Pet food shall be handled and managed to prevent contamination from animal disease pathogens or harmful microbes, etc., from the raw material stage through delivery to the Republic of Korea.
- Labelling on packaging: Pet food shall be labelled with product name, manufacturing facility name, and ingredient name. For bulk imports, stickers, labels or tags bearing this information shall be firmly attached.
Article 7 — Manufacturing Facility (제조시설)
Registration requirement: Manufacturing facilities shall be registered with the exporting country's relevant authority.
Dual approval process:
- The exporting country's government inspects the facility and confirms compliance with this Notification, then notifies the Korean government (veterinary quarantine authority).
- The Korean government then conducts on-site inspection and approves the facility.
- Alternative: If the facility meets criteria set by the head of the Korean veterinary quarantine authority, approval may be granted through documentary examination only.
Ongoing obligations:
- No abnormalities shall be found in regular inspections by the exporting country's government.
- Facilities must maintain daily manufacturing and storage records for ≥ 2 years.
