愛がん動物用飼料の安全性の確保に関する法律（平成20年法律第83号）/ Pet Food Safety Act (Act No. 83 of 2008) 環境省と共管 / Jointly administered with the Ministry of the Environment
Key Points (English Summary)
Purpose: To regulate the manufacture etc. of pet feed (ペットフード) so as to ensure its safety, thereby protecting the health of pet animals (pets) and contributing to animal welfare.
Ministerial Powers: The Minister of Agriculture, Forestry and Fisheries (MAFF) and the Minister of the Environment may set manufacturing-method standards and composition specifications; they may prohibit the manufacture, import or sale of pet feed that does not comply with these standards or that contains harmful substances; and they may order manufacturers, importers or sellers to take necessary measures such as disposal or recall.
Operator Duties: Manufacturers or importers must notify both ministers of their name, business establishment name, etc.; manufacturers, importers and sellers (retail excluded) must record in books the names, quantities etc. of pet feed sold; the ministers may collect reports from operators and conduct on-site inspections.
Scope: Dogs and cats (犬、猫). Subject items include anything provided for pet nutrition — complete diets (総合栄養食), as well as treats, snacks, supplements and gums. Out of scope: toys, tableware, cat grass, goldfish food.
