Meat Meal — cross-standard identity

Derived crosswalk of how one pet-food ingredient is named and defined across three jurisdictions. No claim of regulatory equivalence is made — pairings are anchored on Latin name + process and the verdict states where the definitions actually diverge.

  • Latin anchor: Mammalia (various species)
  • Process anchor: rendered mammal tissues, excl. added blood/hair/hoof/hide/manure/rumen contents; Ca ≤ 2.2× P; ≤12% pepsin-indigestible residue
  • Verdict: regulatory_divergence

Per-jurisdiction entry

  • 🇺🇸 AAFCO (US) — Ch.6 9.40 "Meat Meal": rendered product from mammal tissues, exclusive of any added blood, hair, hoof, horn, hide trimmings, manure, stomach and rumen contents except in such amounts as may occur unavoidably in good processing practices. It shall not contain added extraneous materials not provided for by this definition. The Calcium (Ca) level shall not exceed the actual level of Phosphorus (P) by more than 2.2 times. It shall not contain more than 12% Pepsin indigestible residue and not more than 9% of the crude protein in the product shall be pepsin indigestible. The label shall include guarantees for minimum crude protein, minimum crude fat, maximum crude fiber, minimum Phosphorus (P) and minimum and maxi- mum Calcium (Ca). If the product bears a name descriptive of its kind, composition or origin, it must correspond thereto. (Proposed 1971, Adopted 1972, Amended 1985, Adopted 1993) _(src: AAFCO OP 2024 Ch.6, code 9.40)_
  • 🇪🇺 EU — Reg 68/2013 9.4.1 "Processed animal protein(28)": Product obtained by heating, drying and grinding whole or parts of warm-blooded land animals from which the fat may have been partially extracted or physically removed If extracted with solvents, may contain up to 0,1 % hexane. _(src: EU Reg 68/2013 Annex, code 9.4.1)_
_(src: 农业部公告第1773号 饲料原料目录, entry 肉粉)_

Crosswalk verdict

AAFCO 'Meat Meal' (9.40) and CN '肉粉' (9.6.7, species-specified e.g. 猪肉粉/牛肉粉) are direct equivalents. The EU has NO named 'meat meal': mammal processed animal protein (PAP, 9.4.1) is broadly PROHIBITED for feed in the EU (BSE regime, Reg 999/2001 + 1069/2009) except for non-ruminant aquaculture and certain fur/ pet applications. So an EU 'meat meal' as a pet-food ingredient is effectively absent — a structural false equivalence with AAFCO/CN.

> Method: derived_from_dataset. Every quoted name/definition is from the first-hand source cited per cell. Equivalence is a derived editorial judgement anchored on Latin name + process; where jurisdictions use different regulatory units (named meal vs category-based PAP) the verdict is regulatory_divergence / no_confirmed_equivalent rather than 'same'.
