Executive Summary Vietnam's certification requirements for imported food and agricultural products are regulated under several key laws, including the Food Safety Law, the Law on Quality of Goods and Products, the Law on Fisheries, the Law on Animal Health, and the Law on Plant Health and Quarantine. As of May 2026, the Ministry of Agriculture and Environment (MAE) continues to oversee food safety and quarantine inspection for agricultural foods and products. MAE has accelerated institutional reforms of its regulatory agencies and inspection systems, which may have implications for import licensing and enforcement. Currently, the Animal Health and Production Department (DAHP) and the Plant Production and Protection Department (PPPD) continue to implement existing certification requirements, which remain in effect.
