This is the national instrument setting dog-keeping (husbandry) rules for companion animals (gezelschapsdieren), including housing, vaccination, sale restrictions, socialisation and dog registration. (Leash/muzzle rules in public are set at municipal level in the Netherlands and are outside this decree.)

Dog-keeping duties

• Housing: a dog must be given daily opportunity to spend time outside the space where it is kept, unless its health opposes it.
• Vaccination: rules on dog/cat vaccination (in establishments, proof of vaccination, and vaccination before sale/delivery) are set by ministerial regulation.
• Sale: a companion animal may not be sold to a person younger than 16.
• Socialisation: animals kept in an establishment during their socialisation-sensitive period must be accustomed to humans/species and given opportunity to learn species-typical behaviour.
• Registration: a holder must ensure their dog is registered (and keep it updated) per the veterinary practitioners decree.

Claims

• Een hond wordt, passend bij zijn ethologische en fysiologische behoefte, dagelijks in de gelegenheid gesteld tijd door te brengen buiten de ruimte waarin deze gehouden wordt, indien de gezondheidstoestand van de hond zich daar niet tegen verzet.
• Bij ministeriële regeling worden regels gesteld met betrekking tot: a. vaccinaties voor honden en katten die in de inrichting verblijven;
• Een gezelschapsdier wordt niet verkocht aan een persoon jonger dan zestien jaar.
• Indien een gezelschapsdier in een inrichting verblijft tijdens de periode waarin het dier ontvankelijk is voor socialisatie, wordt ervoor zorg gedragen dat het dier: a. went aan de omgang met de mens en relevante diersoorten en aan houderijomstandigheden en
• Een houder draagt er zorg voor dat de registratie van zijn hond, bedoeld in artikel 2.9, eerste lid, van het Besluit diergeneeskundigen plaatsvindt en vult deze registratie aan.
