Veterinary drug Good Supply Practice (GSP) (MOA Order 2010, No. GSP)
The Ministry of Agriculture Order (dated 2010-01-15) enacted the Good Supply Practice for Veterinary Drugs (《兽药经营质量管理规范》, abbreviated GSP). It applies to veterinary-drug trading enterprises within the territory of the PRC and is built on the Veterinary Drug Administration Regulation (《兽药管理条例》).
The first article states the purpose: "为加强兽药经营质量管理，保证兽药质量，根据《兽药管理条例》，制定本规范" — this GSP is formulated to strengthen veterinary-drug supply-quality management and guarantee drug quality, based on the Veterinary Drug Administration Regulation.
Article 2 sets the scope: "本规范适用于中华人民共和国境内的兽药经营企业" — the GSP applies to veterinary-drug trading enterprises within the PRC.
Article 3 requires premises and warehouses: "兽药经营企业应当具有固定的经营场所和仓库，其面积应当符合省、自治区、直辖市人民政府兽医行政管理部门的规定" — trading enterprises must have fixed premises and warehouses whose area meets the rules of the provincial veterinary-administration department.
Enterprises must also staff quality personnel: "兽药经营企业应当配备与经营兽药相适应的质量管理人员。有条件的，可以建立质量管理机构" — they must appoint quality-management personnel suited to their veterinary-drug business, and may establish a quality-management body where conditions allow.
The business location must match the licence: "兽药经营企业的经营地点应当与《兽药经营许可证》载明的地点一致。《兽药经营许可证》应当悬挂在经营场所的显著位置" — the operating location must match the address on the Veterinary Drug Trading Licence (《兽药经营许可证》), which must be displayed prominently at the premises.
A change of premises area must be filed: "变更经营场所面积的，应当在变更后30个工作日内向发证机关备案" — any change to the warehouse/premises area must be reported to the issuing authority within 30 working days.
Quality leads need relevant expertise: "兽药经营企业主管质量的负责人和质量管理机构的负责人应当具备相应兽药专业知识，且其专业学历或技术职称应当符合省、自治区、直辖市人民政府兽医行政管理部门的规定" — the quality supervisor and quality-body head must hold appropriate veterinary-drug expertise, with academic qualifications or technical titles meeting provincial veterinary-administration rules.
