Pet feed hygiene rule promulgation & compliance transition (MOA Announcement No.20, 2018)
The Ministry of Agriculture and Rural Affairs Announcement No. 20 (dated 2018-04-27) promulgated six normative pet-feed documents together — including the Pet Feed Hygiene Rule (《宠物饲料卫生规定》), the Pet Feed Label Rule (《宠物饲料标签规定》), the Pet Feed Management Measures (《宠物饲料管理办法》), and production-license / import-registration material requirements. The promulgation clause: "制定了《宠物饲料管理办法》《宠物饲料生产企业许可条件》《宠物饲料标签规定》《宠物饲料卫生规定》《宠物配合饲料生产许可申报材料要求》《宠物添加剂预混合饲料生产许可申报材料要求》等规范性文件，现予公布，并就有关事项公告如下。"
From 2018-06-01, applications to produce or import-register pet compound feed / pet premix had to follow these documents: "自 2018 年 6 月 1 日起，申请从事宠物配合饲料、宠物添加剂预混合饲料生产，或者申请办理宠物配合饲料、宠物添加剂预混合饲料进口登记，按照本公告规范性文件的有关规定执行。"
Enterprises already producing without a licence, and already importing without import registration, had to obtain the licence/registration by 2019-09-01: "二、根据《宠物饲料管理办法》产品分类规定被纳入生产许可管理，且本公告发布前已经生产宠物配合饲料、宠物添加剂预混合饲料但尚未取得饲料生产许可证的企业，应当在 2019 年 9 月 1 日前按照本公告规范性文件的有关规定申请办理并取得饲料生产许可证。"
Critically for pet-food safety: from 2019-01-01, the hygiene indicators of domestically produced and imported pet feed must conform to the Pet Feed Hygiene Rule (《宠物饲料卫生规定》): "十、宠物饲料生产企业应当切实加强对产品卫生指标的控制， 2019 年 1 月 1 日以后生产的国产和进口宠物饲料产品的卫生指标，应当符合《宠物饲料卫生规定》的要求。"
From 2019-09-01, labels on domestically produced and imported pet feed must conform to the Pet Feed Label Rule: "2019 年 9 月 1 日以后生产的国产和进口宠物饲料产品所附具的标签，应当符合《宠物饲料标签规定》的要求。"
