China MOA Announcement No. 2625 (December 15, 2017) — Feed Additive Safe Use Specification (《饲料添加剂安全使用规范》)

中华人民共和国农业部公告 第 2625 号 (MOA Announcement No. 2625), issued 2017-12-15, published by 农业部 (Ministry of Agriculture, predecessor of MOA), effective 2018-07-01. The document is the 《饲料添加剂安全使用规范》 (Feed Additive Safe Use Specification), the master regulation governing maximum limits for feed additives in compound feed and total mixed rations in China.

Core Provisions

Article 1 — Production Licensing Floor

Provincial feed-management departments implementing production licensing for feed additives (excluding mixed-type feed additives) must comply with this Specification. They must not issue production license certificates for feed additives whose content specifications are below those in the Specification or whose manufacturing processes are inconsistent with the Specification.

Article 2 — User Compliance

Feed enterprises and farmers using feed additives must strictly comply with the "maximum limits in compound feed or total mixed ration" (在配合饲料或全混合日粮中的最高限量) and must not exceed these limits. While achieving expected goals such as meeting animal nutritional needs and improving feed quality, they should actively take measures to reduce the use of feed additives.

Article 3 — Trace-Mineral Cumulative Cap

When feed enterprises and farmers use trace-mineral feed additives (iron, copper, zinc, manganese, iodine, cobalt, selenium, chromium) listed in the Catalogue of Feed Additive Varieties (《饲料添加剂品种目录》), the total combined use of additives containing the same element must comply with the maximum limit for that element in this Specification.

Article 4 — Piglet Zinc Special Rule (Important for Swine/Pet Premix Manufacturers)

In compound feed for piglets (≤25 kg), the maximum limit for zinc is 110 mg/kg. However, in the specific stage of the first two weeks after weaning, the use of zinc oxide or basic zinc chloride on top of this 110 mg/kg floor is permitted up to 1,600 mg/kg (calculated as zinc element). When producing compound feed products for this specific first-two-weeks-after-weaning stage using zinc oxide or basic zinc chloride on top of 110 mg/kg, the label must prominently state "本品仅限仔猪断奶后前两周使用" (This product is restricted to use only in the first two weeks after weaning). Products exceeding 110 mg/kg without this label, or exceeding 1,600 mg/kg even with the label, are treated as overuse of feed additives.

Article 5 — Non-Protein Nitrogen Cap

When feed enterprises and farmers use non-protein-nitrogen feed additives, in addition to the maximum limits for individual varieties, the total non-protein nitrogen in the total mixed ration, converted to crude protein equivalent, must not exceed 30% of the dietary crude protein total.

Article 6 — Calculation Basis

Unless otherwise specified, the "recommended addition amount in compound feed or total mixed ration" and "maximum limit in compound feed or total mixed ration" are calculated on a dry-matter basis of 88%. Maximum limits include the background values from feed raw materials.

Article 7 — Premix / Concentrate Calculation

Unless otherwise specified, for additive premix feed, concentrated feed, and concentrate supplement products, the "recommended addition amount" and "maximum limit" are converted according to their use proportion in compound feed or total mixed ration.

Article 8 — Effective Date / Repeal

This Announcement takes effect from 2018-07-01. The previously issued 《饲料添加剂安全使用规范》 (MOA Announcement No. 1224, 2009-06-18) is simultaneously repealed (同时废止).

Pet-Food Context

This Specification governs maximum limits for feed additives in compound feed. For pet food, the applicable rules operate through the Catalogue of Feed Additive Varieties (《饲料添加剂品种目录》, MOA Announcement No. 2045 of 2013) and the Catalogue of Feed Raw Materials (饲料原料目录, MOA Announcement No. 1773). Pet food manufacturing under MOA Announcement No. 20 (2018, 宠物饲料管理办法) must comply with these catalogues and the applicable safe-use limits.

The Specification covers trace minerals, vitamins, amino acids, antioxidants, colorants, preservatives, probiotic microorganisms and other categories with limits set per animal species and life stage.
