- 生的宠物食品 (Raw pet food) (raw meat / raw-bone feeding (BARF) / chilled / frozen fresh) = highest risk, Level Ⅰ (same tier as 饵料用活动物 (live animals for bait) and 冰鲜冷冻陆生动物产品 (chilled and frozen terrestrial animal products)); requires 进境动植物检疫审批 (entry animal and plant quarantine approval) + official quarantine certificate of the exporting country + import inspection and quarantine + supervision of isolation/processing premises.
- 罐头类 (Canned) (high-temperature sterilized, shelf-stable canned wet food) = lowest, Level Ⅲ (same tier as 鱼粉鱼油 (fish meal and fish oil), 饲草 (forage), and 加工蛋白 (processed proteins)); only requires a quarantine certificate + import inspection and quarantine; no prior quarantine approval required.

Comparison with the Former 2015 Announcement No. 144
Announcement No. 257 takes effect from 2025 年 12 月 29 日 (December 29, 2025), and the former 质检总局公告 2015 年第 144 号 (AQSIQ Announcement No. 144 of 2015) is repealed at the same time. The specific pet food segmentation (raw / canned / other) follows the original system of Announcement No. 144; only the wording of the inspection and quarantine supervision measures and the four-tier structure were optimized.
