海关总署公告 2025 年 第 257 号 (Announcement No. 257 of 2025 of the General Administration of Customs of the People's Republic of China, GACC), printed and issued on 2025 年 12 月 29 日 (December 29, 2025).
Key Points of the Announcement
Pursuant to the 《进出口饲料和饲料添加剂检验检疫监督管理办法》 (Measures for the Supervision and Administration of Inspection and Quarantine of Import and Export Feed and Feed Additives), and based on the results of risk analysis, GACC has optimized the inspection and quarantine supervision measures for imported feed and feed additives, and hereby publishes the 《进口饲料和饲料添加剂风险级别划分范围及相应检验检疫监管措施清单》 (List of Risk-Level Classification Scopes and Corresponding Inspection and Quarantine Supervision Measures for Imported Feed and Feed Additives) (see annex).
- This Announcement takes effect from the date of its publication (本公告自发布之日起实施).
- 原质检总局公告 2015 年第 144 号 (former AQSIQ Announcement No. 144 of 2015) is repealed at the same time (同时废止).
Four-Tier Risk-Level System
The annex classifies products into four risk levels, Ⅰ / Ⅱ / Ⅲ / Ⅳ:

- 对于出口饲料和饲料添加剂，进口国家或地区有检验检疫要求的，应符合相关要求。 (For exported feed and feed additives, where the importing country or region has inspection and quarantine requirements, those requirements must be met.)
- 对于进口饲料及饲料添加剂，需实施检疫准入、境外企业注册登记管理的，海关总署按照规定公布有关信息并实施动态管理。 (For imported feed and feed additives subject to quarantine access and to the registration administration of overseas enterprises, GACC publishes the relevant information in accordance with the regulations and implements dynamic management.)
