第三十五条 / Article 35
国务院农业行政主管部门和县级以上地方人民政府饲料管理部门，应当根据需要定期或者不定期组织实施饲料、饲料添加剂监督抽查；饲料、饲料添加剂监督抽查检测工作由国务院农业行政主管部门或者省、自治区、直辖市人民政府饲料管理部门指定的具有相应技术条件的机构承担。饲料、饲料添加剂监督抽查不得收费。
国务院农业行政主管部门和省、自治区、直辖市人民政府饲料管理部门应当按照职责权限公布监督抽查结果，并可以公布具有不良记录的饲料、饲料添加剂生产企业、经营者名单。
The administrative department for agriculture under the State Council and the feed administration departments of local people's governments at or above the county level shall, as needed, organise the implementation of periodic or non-periodic supervision and sampling inspections of feed and feed additives; the testing work for supervision and sampling inspections shall be undertaken by institutions with corresponding technical conditions designated by the administrative department for agriculture under the State Council or the feed administration departments of provinces, autonomous regions and municipalities directly under the Central Government. No fee shall be charged for supervision and sampling inspections of feed and feed additives.
The administrative department for agriculture under the State Council and the feed administration departments of provinces, autonomous regions and municipalities directly under the Central Government shall, in accordance with their duties and authority, publish the results of supervision and sampling inspections, and may publish lists of feed and feed additive production enterprises and operators with adverse records.
