饲料、饲料添加剂生产企业发现其生产的饲料、饲料添加剂对养殖动物、人体健康有害或者存在其他安全隐患的，应当立即停止生产，通知经营者、使用者，向饲料管理部门报告，主动召回产品，并记录召回和通知情况。召回的产品应当在饲料管理部门监督下予以无害化处理或者销毁。
饲料、饲料添加剂经营者发现其销售的饲料、饲料添加剂具有前款规定情形的，应当立即停止销售，通知生产企业、供货者和使用者，向饲料管理部门报告，并记录通知情况。
养殖者发现其使用的饲料、饲料添加剂具有本条第一款规定情形的，应当立即停止使用，通知供货者，并向饲料管理部门报告。
Where a feed or feed additive production enterprise discovers that the feed or feed additive it produces is harmful to farmed animals, human health, or otherwise poses a safety hazard, it shall immediately cease production, notify the operator and user, report to the feed administration department, proactively recall the product, and record the recall and notification. Recalled products shall be rendered harmless or destroyed under the supervision of the feed administration department.
Where a feed or feed additive operator discovers that the feed or feed additive it sells falls within the circumstances specified in the preceding paragraph, it shall immediately cease sales, notify the production enterprise, supplier and user, report to the feed administration department, and record the notification.
Where an animal husbandry operator discovers that the feed or feed additive it uses falls within the circumstances specified in paragraph 1 of this Article, it shall immediately cease use, notify the supplier, and report to the feed administration department.
