国务院农业行政主管部门和县级以上地方人民政府饲料管理部门应当加强饲料、饲料添加剂质量安全知识的宣传，提高养殖者的质量安全意识，指导养殖者安全、合理使用饲料、饲料添加剂。
The administrative department for agriculture under the State Council and the feed administration departments of local people's governments at or above the county level shall strengthen publicity on the quality and safety knowledge of feed and feed additives, improve the quality and safety awareness of animal husbandry operators, and guide animal husbandry operators in the safe and rational use of feed and feed additives.
