Article 16 — Production Licence Application for Feed Additive / Additive Premix Enterprises (第十六条)
Article 16 (第十六条) of 《饲料和饲料添加剂管理条例》 (Regulation on the Administration of Feed and Feed Additives) governs production licence applications.
- Feed additive (饲料添加剂) or additive premix (添加剂预混合饲料) enterprises: the applicant applies to the feed administration department of the provincial people's government (省、自治区、直辖市人民政府饲料管理部门). That department conducts documentary review and on-site inspection within 20 working days (20 个工作日内) and reports the materials and opinions to the administrative department for agriculture under the State Council (国务院农业行政主管部门), which organises a review and decides within 10 working days (10 个工作日内) whether to issue the licence, copying the decision to the province.
- Other feed production enterprises (其他饲料生产企业): the applicant applies to the provincial department; documentary review within 10 working days; if passed, on-site inspection and decision within 10 working days.
- The applicant uses the production licence to handle industrial / commercial registration (工商登记).
- Licence validity: 5 years (5 年). Renewal must be applied for 6 months before expiry (有效期届满 6 个月前).
