申请设立饲料添加剂、添加剂预混合饲料生产企业，申请人应当向省、自治区、直辖市人民政府饲料管理部门提出申请。省、自治区、直辖市人民政府饲料管理部门应当自受理申请之日起 20 个工作日内进行书面审查和现场审核，并将相关资料和审查、审核意见上报国务院农业行政主管部门。国务院农业行政主管部门收到资料和审查、审核意见后应当组织评审，根据评审结果在 10 个工作日内作出是否核发生产许可证的决定，并将决定抄送省、自治区、直辖市人民政府饲料管理部门。
申请设立其他饲料生产企业，申请人应当向省、自治区、直辖市人民政府饲料管理部门提出申请。省、自治区、直辖市人民政府饲料管理部门应当自受理申请之日起 10 个工作日内进行书面审查；审查合格的，组织进行现场审核，并根据审核结果在 10 个工作日内作出是否核发生产许可证的决定。
申请人凭生产许可证办理工商登记手续。
生产许可证有效期为 5 年。生产许可证有效期满需要继续生产饲料、饲料添加剂的，应当在有效期届满 6 个月前申请续展。
An applicant intending to establish a feed additive or additive premix production enterprise shall submit an application to the feed administration department of the people's government of the province, autonomous region or municipality directly under the Central Government. The feed administration department of the province, autonomous region or municipality shall, within 20 working days from the date of accepting the application, conduct documentary examination and on-site inspection, and shall report the relevant materials and the examination and inspection opinions to the administrative department for agriculture under the State Council. The administrative department for agriculture under the State Council shall, upon receiving the materials and the examination and inspection opinions, organise a review and, on the basis of the review result, decide within 10 working days whether to issue a production licence, and shall send a copy of the decision to the feed administration department of the province, autonomous region or municipality.
An applicant intending to establish another type of feed production enterprise shall submit an application to the feed administration department of the province, autonomous region or municipality. The feed administration department of the province, autonomous region or municipality shall, within 10 working days from the date of accepting the application, conduct a documentary examination; where the examination is passed, it shall organise on-site inspection and, on the basis of the inspection result, decide within 10 working days whether to issue a production licence.
The applicant shall handle business registration procedures on the strength of the production licence.
The validity period of a production licence shall be 5 years. Where it is necessary to continue producing feed or feed additives after the expiration of the production licence, an application for renewal shall be submitted 6 months before the expiration of the validity period.
