第十五条 / Article 15
设立饲料、饲料添加剂生产企业，应当符合饲料工业发展规划和产业政策，并具备下列条件：
（一）有与生产饲料、饲料添加剂相适应的厂房、设备和仓储设施；
（二）有与生产饲料、饲料添加剂相适应的专职技术人员；
（三）有必要的产品质量检验机构、人员、设施和质量管理制度；
（四）有符合国家规定的安全、卫生要求的生产环境；
（五）有符合国家环境保护要求的污染防治措施；
（六）国务院农业行政主管部门制定的饲料、饲料添加剂质量安全管理规范规定的其他条件。
An enterprise that intends to establish a feed or feed additive production enterprise shall conform to the development plan and industrial policy of the feed industry, and shall have the following conditions:
(1) Factory buildings, equipment and storage facilities compatible with the production of feed and feed additives;
(2) Full-time technical personnel compatible with the production of feed and feed additives;
(3) Necessary product quality inspection institutions, personnel, facilities and quality management systems;
(4) Production environment meeting the safety and hygiene requirements prescribed by the State;
(5) Pollution prevention measures meeting the environmental protection requirements of the State;
(6) Other conditions prescribed by the quality and safety management norms for feed and feed additives formulated by the administrative department for agriculture under the State Council.
