Article 12 / 第十二条 — Import Registration: Products Not Yet Used in China but Approved Abroad

Article 12 (第十二条) sets the application requirements for exporting to China feed or feed additives not yet used domestically but already approved for production and use in the exporting country (中国境内尚未使用但出口国已经批准生产和使用).

Application route. The exporter must entrust a China-based agency (委托中国境内代理机构) to apply for registration to the administrative department for agriculture under the State Council (国务院农业行政主管部门), and provide samples plus the following materials:

  1. Trademarks, labels and promotion/extension situations (商标、标签和推广应用情况).
  2. Certification of approval for production and use at the place of origin (生产地批准生产、使用的证明) and registration materials from other countries or regions (生产地以外其他国家、地区的登记资料).
  3. Principal components, physical and chemical properties (理化性质), development method, production process, quality standard, testing method, inspection reports, stability test reports, environmental impact report and pollution prevention measures.
  4. Reports on feeding effects (饲喂效果), residue dissipation dynamics (残留消解动态) and toxicological safety evaluation (毒理学安全性评价) issued by the testing institution designated by the department.

Additional feed-additive requirements. Applicants for feed-additive import registration must also explain the additive's purpose and method of use (添加目的、使用方法) and provide an analytical evaluation report on the possible human-health impact of its residues (对人体健康造成影响的分析评价报告).
