新饲料、新饲料添加剂的监测期为 5 年。新饲料、新饲料添加剂处于监测期的，不受理其他就该新饲料、新饲料添加剂的生产申请和进口登记申请，但超过 3 年不投入生产的除外。
生产企业应当收集处于监测期的新饲料、新饲料添加剂的质量稳定性及其对动物产品质量安全的影响等信息，并向国务院农业行政主管部门报告；国务院农业行政主管部门应当对新饲料、新饲料添加剂的质量安全状况组织跟踪监测，证实其存在安全问题的，应当撤销新饲料、新饲料添加剂证书并予以公告。
The monitoring period for new feeds and new feed additives shall be 5 years. During the monitoring period of a new feed or new feed additive, no application for production or import registration for the same new feed or new feed additive from other parties shall be accepted, except where it has not been put into production for more than 3 years.
Production enterprises shall collect information on the quality stability of new feeds and new feed additives under the monitoring period and on their impact on the quality and safety of animal products, and shall report to the administrative department for agriculture under the State Council; the administrative department for agriculture under the State Council shall organise follow-up monitoring of the quality and safety of new feeds and new feed additives, and shall revoke the new feed or new feed additive certificate and announce the revocation where safety issues are confirmed to exist.
