研制的新饲料、新饲料添加剂投入生产前，研制者或者生产企业应当向国务院农业行政主管部门提出审定申请，并提供该新饲料、新饲料添加剂的样品和下列资料：

（一）名称、主要成分、理化性质、研制方法、生产工艺、质量标准、检测方法、检验报告、稳定性试验报告、环境影响报告和污染防治措施；

（二）国务院农业行政主管部门指定的试验机构出具的该新饲料、新饲料添加剂的饲喂效果、残留消解动态以及毒理学安全性评价报告。

申请新饲料添加剂审定的，还应当说明该新饲料添加剂的添加目的、使用方法，并提供该饲料添加剂残留可能对人体健康造成影响的分析评价报告。

Before a newly developed new feed or new feed additive is put into production, the developer or production enterprise shall submit an examination and approval application to the administrative department for agriculture under the State Council (国务院农业行政主管部门), and shall provide samples of the new feed or new feed additive together with the following materials:

(1) Name, principal components, physical and chemical properties, development method, production process, quality standard, testing method, inspection reports, stability test reports, environmental impact report and pollution prevention measures;

(2) Reports on feeding effects, residue dissipation dynamics and toxicological safety evaluation issued by the testing institution designated by the administrative department for agriculture under the State Council.

Those applying for examination and approval of a new feed additive shall also explain the purpose and method of use of the new feed additive, and provide an analytical evaluation report on the possible impact on human health of residues of the feed additive.
