饲料、饲料添加剂生产企业、经营者应当建立健全质量安全制度，对其生产、经营的饲料、饲料添加剂的质量安全负责。

Feed and feed additive production enterprises and operators (饲料、饲料添加剂生产企业、经营者) shall establish and improve quality and safety systems, and shall be responsible for the quality and safety of the feed and feed additives they produce or operate.
