为了加强对饲料、饲料添加剂的管理，提高饲料、饲料添加剂的质量，保障动物产品质量安全，维护公众健康，制定本条例。

This Regulation is formulated in order to strengthen the administration of feed and feed additives, to improve the quality of feed and feed additives, to ensure the safety of animal products, and to safeguard public health.
