AAFCO 2025 Midyear (January 21, 2025, Little Rock, Arkansas) — T60.117 BSFL Moved to Official (Including Adult Dog Food and Adult Cat Food)
The AAFCO Ingredient Definitions Committee (IDC) Midyear Meeting was held in Little Rock, Arkansas, January 21, 2025, 2:15 pm CT. The IDC Agenda Item 1 was a motion to move to Official and replace the current Official definition of T60.117 Dried Black Soldier Fly Larvae.
The Motion and Definitive T60.117 Text (2025 Midyear)
Motion: Move to Official and replace current Official: T60.117 Dried Black Soldier Fly Larvae is the dried larvae of the Black Soldier Fly, Hermetia illucens, with or without mechanical extraction of part of the oil, that has been raised on a feedstock composed exclusively of feed grade materials. The ingredient must be labeled with guarantees for minimum crude protein and minimum crude fat on an as-fed basis. If oil is mechanically extracted, maximum crude fat must also be guaranteed on the ingredient label. The ingredient is dried by artificial means to no more than 10% moisture. It is for use in finfish, poultry, and swine feed, and in adult dog food, and adult cat food.
Significance
This 2025 motion closes the regulatory loop for BSFL Dried Larvae as a federally-official pet food ingredient in the US:
- 2021 — T60.117(C) tentative for adult dog food
- 2024 (August) — T60.117(A) Official for finfish; T33.29(B) BSFL Oil Official for adult cat food
- 2025 (January) — T60.117 Official for finfish + poultry + swine + adult dog food + adult cat food (consolidated, replacing all tentative versions)
The inclusion of adult cat food is the new addition vs the 2021 tentative — until 2025, BSFL Dried Larvae for cats was not authorised in the US feed law (AAFCO's expert panel review process is per species + life stage and the cat food approval had to wait for completion of the cat-specific safety/efficacy dossier).
Pet Food Impact
Both adult dog food and adult cat food now have official (rather than tentative) status for Dried Black Soldier Fly Larvae use. This means:
- Many US state feed control officials have already accepted the ingredient in adult dog food (since the 2021 tentative publication); the 2025 Official status removes any ambiguity.
- Adult cat food is newly authorised at the official level — a meaningful product-development signal for the US cat food market.
- BSFL Oil (T33.29(B)) was already official since August 2024 for adult cat food.
