AAFCO 2024 Annual — T60.117(A) Dried BSFL OFFICIAL (Finfish) + T33.29(B) BSFL Oil OFFICIAL (Adult Cat Food) + New T33.29(C) Tentative (Poultry)
The AAFCO Ingredient Definitions Committee (IDC) Annual Meeting was held at the Hyatt Regency San Antonio Riverwalk, San Antonio, Texas, on August 7, 2024, 1:15 p.m. CT. The official IDC annual minutes document several BSFL-related motions to official status and a new tentative.
Five Key BSFL-Related Motions (2024 Annual)
1. Move to OFFICIAL — T60.117(A) Dried Black Soldier Fly Larvae (Finfish)
> T60.117 Dried Black Soldier Fly Larvae is the dried larvae of the Black Soldier Fly, Hermetia illucens, with or without mechanical extraction of part of the oil, that has been raised on a feedstock composed exclusively of feed grade materials. The ingredient must be labeled for guarantees for minimum crude protein and minimum crude fat on an as-fed basis. If oil is mechanically extracted, maximum crude fat must also be guaranteed on the ingredient label. The ingredient is dried by artificial means to no more than 10% moisture. It is for use in finfish, poultry, and swine feed and in adult dog food as a source of protein and fat consistent with good feeding practices.

5. Move to OFFICIAL — T33.29(B) Black Soldier Fly Larvae Oil (and Adult Cat Food)
> T33.29 Black Soldier Fly Larvae Oil is the product obtained by mechanically extracting the oil from dried larvae of Black Soldier Fly, Hermetia illucens, that have been raised on a feedstock composed exclusively of feed grade materials. It is intended for use in swine and finfish feed and adult dog and adult cat food as a source of energy consistent with good feeding practices.

9. New TENTATIVE — T33.29(C) Black Soldier Fly Larvae Oil (Poultry)
> T33.29(C) Black Soldier Fly Larvae Oil is the product obtained by mechanically extracting the oil from dried larvae of Black Soldier Fly, Hermetia illucens, that have been raised on a feedstock composed exclusively of feed grade materials. It is intended for use in poultry, swine and finfish feed and adult dog and adult cat food as a source of energy consistent with good feeding practices.
Significance
- T60.117(A) moved from tentative to official for the finfish species, joining the earlier tentative use for poultry, swine, and adult dog food.
- T33.29(B) BSFL Oil moved from tentative to official — extending the previously tentative BSFL Oil use to adult cat food for the first time (previously only swine/finfish + adult dog).
- T33.29(C) BSFL Oil (Poultry) — new tentative definition extending BSFL Oil use to poultry feed, completing the cross-species matrix for BSFL Oil (poultry + swine + finfish + adult dog + adult cat).
Pet Food Impact
The T33.29(B) addition of adult cat food is the most relevant to pet food — it formalised BSFL Oil as a permitted energy source in adult cat food at the US federal-state level (AAFCO definitions adopted by reference in many US state feed laws). Previously, BSFL Oil was only tentative for adult cat food use.
