There is no EU/FR-specific "plant-based pet food" statute; plant-based and vegan pet foods are governed by the same general feed-law adequacy rules that apply to all pet food. Regulatory framing
The operative rule: feed placed on the market must be sound, unadulterated, fair, fit for its purpose and of merchantable quality — this binds plant-based pet food exactly as it binds animal-derived pet food (the burden is on the manufacturer to formulate a complete-and-balanced diet).
