Mexico's pet food framework is documented in USDA GAIN MX2025-0049 (FAIRS Country Report, 2025). Competent authorities: SADER (Secretaría de Agricultura y Desarrollo Rural — the agriculture secretariat, renamed from SAGARPA in 2019) oversees pet and animal feed under the Federal Animal Health Law (Ley Federal de Sanidad Animal), regulates feed additives and pharmaceuticals used in livestock production, and determines their maximum residue levels (MRLs). SENASICA (Servicio Nacional de Sanidad, Inocuidad y Calidad Agroalimentaria — SADER's National Service for Health, Food Safety, and Food Quality) oversees implementation and enforcement of the import, international transit, and export regulations (Title Three, Chapter II of the Law). SENASICA's specific import requirements for live animals, animal products and by-products are published as zoosanitary requirement sheets (Hojas de Requisitos Zoosanitarios, HRZ), searchable in its Módulo de Consulta de Requisitos para la Importación de Mercancías Zoosanitarias; SENASICA inspectors at the port of entry verify compliance. The same Law covers GMP for establishments producing chemical, pharmaceutical or biological compounds for use in animals or feed. Earlier claims (manufacturer HACCP certification mandate, a Mexican Feed Catalog for pet food ingredients, a kcal/100g labeling mandate since 2023, USD 3.2B market size, USMCA zero-tariff pet food provisions) are not in project sources and were removed.
