Under Korea's Feed Standards and Specifications (사료 등의 기준 및 규격, Article 2), key definitions are: "foods, etc." (foods, food additives, health functional foods, drinking water under the respective food acts); "specific animal-based feed" (feed containing animal by-products or leftover food prohibited as feed due to BSE concerns in ruminants such as cattle); "verified animal-based feed" (feed verified by the mayor/governor as usable for manufacturing non-ruminant feed); "registered ingredients" (등록성분 — items registered for feed quality management: general proximate components, minerals, amino acids, vitamins, energy, or active ingredients); "vehicle/excipient"; and the 2025-added "methane-reducing agent", "low-methane feed", and "nitrogen-reducing feed". Feed scope follows the Feed Management Act Article 2: single-ingredient feeds (단미사료, Annex 1), supplementary feeds (보조사료, Annex 2), and compound feeds (배합사료 — for livestock, premix, milk replacer, ruminant fiber, and other animals/fish; Annex 3). Pet (companion) animals — dog, cat, rabbit, ferret, guinea pig, hamster — fall under Article 3 "other animals". For dog and cat feed specifically, Annex 15-2 (new 2025.09.04) defines exactly two pet feed types: Complete Pet Feed (반려동물완전사료), formulated to satisfy all nutritional requirements at each growth stage and required to meet NIAS nutritional standards, and Other Pet Feed (반려동물기타사료), covering everything else (treats, supplements, additives, puppy milk, beverages).
