Korea's feed regulatory framework is anchored by the 사료 등의 기준 및 규격 (Feed Standards and Specifications), a notification enacted 2002.01.19 (Ministry of Agriculture and Forestry Notification No. 2002-6) and most recently partially amended 2025.09.04 by MAFRA Notification No. 2025-93, issued under delegation from the Feed Management Act (사료관리법, Articles 2, 8, 11-15) and its Enforcement Rules. It regulates: the scope of animals (including pet/companion animals — dog, cat, rabbit, ferret, guinea pig, hamster); the scope and names of single-ingredient, supplementary, and compound feeds; feed manufacturing processes; ingredient registration and labeling; the scope and standards of hazardous substances (including BSE-related prohibitions on specific animal-based feeds for ruminants); content and mixing restrictions; and standard analytical methods. The 2025-93 revision: (1) newly established Annex 15-2, pet feed labeling rules for dog and cat feed (complete pet feed vs other pet feed), entering into force three years after promulgation (2028.09.04) with a one-year sticker/label transitional measure; (2) newly established Annex 26 (methane-reducing agents) and Annex 13-4 (nitrogen-reducing feed); (3) added Article 2 definitions for methane-reducing agent, low-methane feed, and nitrogen-reducing feed. The National Institute of Animal Science (NIAS) sets the complete-pet-feed nutritional standards, recognizes new single/supplementary feed substances, reviews manufacturing process changes, and publishes feed ingredient tables on a 5-year cycle; the National Agricultural Products Quality Management Service handles standard analytical methods.
