Under Annex 15-2 Article 6.a, "Complete Pet Feed" (반려동물완전사료) must conform to the nutritional standards established by the Director of the National Institute of Animal Science (NIAS), who sets the standards by species and growth stage through research and review of relevant data and consultation with experts, based on nutritionally verified or internationally recognized standards; the numeric standards themselves are not published in Annex 15-2. Manufacturers, importers, or sellers displaying "complete pet feed" must be able to prove conformity, when necessary, through an institution with professional and material capabilities: feed testing institutions (사료검정기관), feed testing laboratories, testing institutions established under the Individual Testing Center Act, or accredited testing institutions recognized by industry and field under the Framework Act on National Standards (KOLAS-type). Feeds conforming to the standards may be labeled "complete pet feed" per Appendix 1 labeling examples. Registered ingredient quantities (등록성분량) are displayed as percentages with min (이상)/max (이하) — e.g., crude protein, crude fat, calcium, crude fiber, crude ash, moisture in the Appendix 1 examples. Advisory tolerance (권고기준, Annex 15-2 Article 11): for min-registered ingredients the actual measured value should preferably be less than 120% of the labeled amount; for max-registered ingredients at least 80% of the labeled amount; tolerances recognized in Annex 4 of the Feed Inspection Standards also apply.
