FDA CVM petfood oversight

FDA Center for Veterinary Medicine (CVM, established 1984) is the primary FDA center responsible for pet food safety oversight. CVM jurisdiction: pet food (dogs, cats, other companion animals), animal drugs, medicated feeds, veterinary devices. CVM does NOT have jurisdiction over feed for food-producing animals destined for human consumption — that is shared with FDA Center for Food Safety and Applied Nutrition (CFSAN). CVM's Office of Surveillance and Compliance handles: (1) pet food adverse event reporting (click here for pet food complaint portal — over 1,000 formal complaints logged in 2025); (2) inspection of pet food manufacturing facilities; (3) recall authority for non-compliant pet foods; (4) AAFCO coordination on nutrient profiles. CVM has 130 staff and approximately USD 25M annual budget for pet food oversight.
