ECFR pet food state registration

US pet food oversight is a federal-state patchwork: federally, pet food is a 'food' under the Food, Drug and Cosmetic Act administered by FDA's Center for Veterinary Medicine (labeling rules in 21 CFR part 501), while at the state level most states require manufacturers to register pet food products and/or obtain a license before sale, per the APPA Pet Product Labeling Requirements white paper. State feed control officials administer registration and label review; many states adopt the AAFCO Model Bills and Regulations (published annually in the AAFCO Official Publication) with local variations, so registration requirements, forms and fees differ by state — APPA maintains a Pet Food Registration Requirements Chart with per-state details. Snacks and treats are generally treated as pet food for registration purposes; AAFCO Policy Statement 27 exempts pet chews, bones and toys from certain registration/labeling requirements unless nutritional claims are made. Earlier claims of an 'AAFCO Uniform Registry System' with 38 participating states, USD 50-500 uniform fees, a named list of non-participating states, and state-specific mandates (CA Prop 65, NY allergen declaration, IL aflatoxin documentation, NM bilingual labels) could not be confirmed against project sources and were removed.
