China's dedicated pet food regulatory framework was established in 2018, not 2021: MOA Announcement No. 20 (中华人民共和国农业农村部公告第20号, signed 2018-04-27, effective 2018-06-01) issued six normative documents under the Feed and Feed Additive Administration Regulation (State Council Decree No. 609): 宠物饲料管理办法 (administrative measures), 宠物饲料生产企业许可条件 (production license conditions), 宠物饲料标签规定 (labeling rules), 宠物饲料卫生规定 (hygiene rules), and two sets of license application material requirements. Key provisions: producers of 宠物配合饲料/宠物添加剂预混合饲料 must obtain a feed production license (办法第三条); only catalogue-listed ingredients and additives may be used (第四条); products must pass quality inspection before sale (第六条); labels must follow the labeling rules (第八条); hygiene indicators must meet the hygiene rules (第九条); imported complete/premix pet feed requires an import registration certificate via a Chinese agent (第十四条); supervision includes regular or ad-hoc sampling by feed authorities with published results (第十六条); penalties reference Regulation Articles 38–46. Transition deadlines: new license/registration applications follow the new rules from 2018-06-01; hygiene compliance for products made after 2019-01-01; existing unlicensed producers/importers had to comply by 2019-09-01. Scope: pet dogs and cats only (办法第二十七条). In 2021–2025 MOA issued 2,564 imported pet food registrations (feed-china.cn analysis); the framework itself dates to 2018.
