CN import filing process

Imported pet food (宠物配合饲料、宠物添加剂预混合饲料) sold in China requires an import registration certificate (进口登记证) under the Feed and Feed Additive Administration Regulation (State Council Decree No. 609, 2017 revision) and MOA Announcement No. 20 (2018). Process per the Pet Feed Administrative Measures (办法第十四条): the foreign manufacturer must appoint its office in China or a Chinese domestic agent to apply to the competent agricultural authority under the State Council; direct filing by the foreign manufacturer is not provided for. Application materials cover product standards and supporting documents; the authority issues the certificate within 10 working days after a satisfactory re-examination test (复核检测). The certificate is valid 5 years; renewal must be filed 6 months before expiry. Import of pet feed products without a certificate is prohibited. Products exported to China must be packaged with a Chinese label meeting the Pet Feed Labeling Rules, meet the Pet Feed Hygiene Rules, and use only ingredients/additives in the 饲料原料目录 and 饲料添加剂品种目录 (办法第十五条). Notice No. 20 transition: products already imported before the announcement had to obtain registration by 2019-09-01. Reference data (feed-china.cn analysis of MOA 2021–2025 registrations): 2,564 imported pet food registrations were issued 2021–2025, 47.6% of all 5,384 import feed registrations, covering 22 countries/regions; the 2025 top five origins (美国, 新西兰, 德国, 意大利, 加拿大) accounted for 87%.
