CN NY T 4839 cat snack standard

Cat snacks in China are regulated as 'other pet feed' (其他宠物饲料) under the Pet Feed Administrative Measures (宠物饲料管理办法, MOA Announcement No. 20, 2018) — there is no dedicated NY/T standard for cat snacks (NY/T 4839-2025 covers freeze-dried pet food, not snacks). Definition (办法第二条): other pet feed is product made from several feed ingredients and additives for rewarding pets, interaction, or stimulating chewing/tearing; together with 宠物配合饲料 and 宠物添加剂预混合饲料 it forms the pet feed category, also called pet food. Production: other pet feed is NOT subject to the feed production license requirement that applies to 宠物配合饲料 and 宠物添加剂预混合饲料, but producers must organize production per product quality standards and maintain procurement, production, inspection, sales and warehousing management systems with production records and retained-sample observation (办法第五条); products must pass quality inspection before sale (第六条) and meet the Pet Feed Hygiene Rules (第九条). Labeling (Annex 3): the generic name must be '宠物零食' with applicable animal species and life stage (Article 5); guaranteed analysis must state at least moisture (Article 8); the product may not be presented as nutritionally complete (全价 designations apply only to 宠物配合饲料). Disease prevention/treatment claims are prohibited (Article 20). Sale of unlabeled or non-compliant products is banned (办法第十条).
