BR pet food import MAPA SIF

Imported pet food in Brazil per USDA GAIN reports BR2024-0015 and BR2026-0001: the foreign producer must work through a Brazilian legal entity (the importer) registered with MAPA; the importer registers the establishment and the products via MAPA's electronic system (SIPEAGRO; newer label registration runs on the PGA-SIGSIF platform), and registration is valid for up to 5 years with the importer fully responsible for the product in country. Under Decree 12031 (published May 28, 2024) and updated DIPOA guidance (July 7, 2025), products cannot be shipped until both plant registration and product label registration are confirmed by the Government of Brazil; USDA/FAS Brasília assists with plant registration, while exporters remain responsible for label registration. Labels must be in Portuguese, comply with Brazilian ingredient and additive rules, and — since 2004 — products containing more than 1% genetic engineering must carry the black "T" transgenic symbol (donor-gene declaration), a documented traceability challenge for US corn/soy-based pet food. Trade figures (2023): Brazil imported US$ 12.25 million (over 3 thousand tons) of dog and cat food from 12 countries; the largest suppliers were Austria, Thailand, Hungary, the United States and Serbia (together ~91% of imports), with the US fourth at about US$ 2.2 million / 735 tons. Brazil's own exports are far larger: US$ 100 million / 74.5 thousand tons to 62 countries in 2023 (top markets Uruguay, Colombia, Bolivia, Chile, Paraguay). The report does not support per-brand import shares or a "16% MFN + 18% ICMS" duty figure; it notes only that heavy taxation (up to 51% overall burden) weighs on the sector.
