Overview

PGA-SIGSIF stands for Plataforma de Gestão Agropecuária — Sistema de Gestão da Informação do Serviço de Inspeção Federal (Agricultural Management Platform — Federal Inspection Service Information Management System). It is MAPA/DIPOA's electronic platform for managing establishment registration, product label registration, and import documentation for animal origin products and animal feed/pet food. The platform is accessible at the gov.br domain and serves as the single system of record for all registration activities.

PGA-SIGSIF replaced the older SIPEAGRO system. The transition is governed by a hard cutoff: SIPEAGRO registrations remain valid through July 8, 2030; from that date, only PGA-SIGSIF registrations will be accepted.

Platform Functions

PGA-SIGSIF handles:

  • Establishment (plant) registration for foreign manufacturers exporting to Brazil
  • Product label registration (registro de produto / cadastro de produto)
  • User access management — designation of authorized representatives
  • Import cargo documentation — verification by VIGIAGRO (Vigilância Agropecuária Internacional / International Agricultural Surveillance)

User Access Structure

The platform uses a hierarchical user access model:

  1. Acesso Externo (External Access Manager): The primary user linked to a foreign establishment in PGA-SIGSIF. This role has authority to:
  2. Approve, deny, or revoke access for additional users
  3. Add, modify, and delete existing product labels
  4. Control company profile and plant information
  1. Representatives: Consultants or additional staff may be added as representatives if designated by the company. Their access level is controlled by the External Access Manager.
  1. The Brazilian importer also has an account in the system, linked to the same establishment.

Platform Access Workflow

Foreign manufacturer access to PGA-SIGSIF requires two sequential steps:

  1. Establishment registration must first be approved and confirmed in the system
  2. Access request is then submitted by the designated External Access Manager
