Overview

Brazil's animal food and pet food regulatory framework is centered on the Ministério da Agricultura e Pecuária (MAPA) — the Ministry of Agriculture and Livestock — acting through its Departamento de Inspeção de Produtos de Origem Animal (DIPOA), the Department of Inspection of Animal Origin Products. MAPA holds primary jurisdiction over animal feed and pet food registration, inspection, and compliance. ANVISA (Agência Nacional de Vigilância Sanitária) holds separate jurisdiction over products at the human food interface.

The primary legislation governing this framework:

Dual-Track Registration System

Brazil operates a dual-track registration system for animal food and feed imports:

  1. Plant/Establishment Registration: Foreign manufacturers must be registered with MAPA. For foreign establishments, this is handled government-to-government — the foreign competent authority nominates the facility to MAPA (Art. 21, Decreto nº 12.031/2024 / Article 21 of Decree 12031/2024).
  2. Product Label Registration: Conducted by the importer (via SIPEAGRO) or by the foreign producer directly on PGA-SIGSIF (Plataforma de Gestão Agropecuária — Sistema de Gestão da Informação do Serviço de Inspeção Federal / Agricultural Management Platform — Federal Inspection Service Information Management System).

Critical rule: Products cannot be shipped until both plant registration and product label registration are confirmed by the Government of Brazil.

PGA-SIGSIF vs SIPEAGRO

PGA-SIGSIF is the newer electronic platform operated by MAPA/DIPOA for establishment and product registration. It replaced the older SIPEAGRO system. Existing registrations in SIPEAGRO remain valid until July 8, 2030; no resubmission is required for labels already registered prior to the transition.
