Overview
Decreto nº 12.031/2024 (Decree 12031/2024), published May 28, 2024, is the cornerstone regulation governing animal food and feed inspection in Brazil. It superseded prior industrial inspection rules and established a modernized, mandatory oversight regime for the entire supply chain — from production through commercialization. The Portuguese title of the decree: *Decreto nº 12.031, de 28 de maio de 2024*.
Scope and Definitions (Art. 1–5)
Art. 1º — Este Decreto regulamenta a inspeção e a fiscalização de produtos de origem animal, de produtos de origem não animal destinados à alimentação animal e de animais vivos destinados ao abate e à produção de sperm, óvulos e embriões. (This Decree regulates the inspection and monitoring of animal origin products, non-animal origin products destined for animal feed, and live animals destined for slaughter and production of sperm, oocytes, and embryos.)
Art. 3º defines the product classification for animal feed into 9 categories (Appendix 1 of BR2026-0001):

Establishment Registration (Art. 17–25)
Art. 17º — Para obtenção do registro de estabelecimento estrangeiro, o fabricante deve presentar documentos que atestem o registro pela autoridade competente do país de origem. (For foreign establishment registration, the manufacturer must present documents attesting registration by the competent authority of the country of origin.)
Art. 21º — Na hipótese de solicitação de registro de estabelecimento estrangeiro, o fabricante estrangeiro deve apresentar à autoridade competente do país de origem planilha de solicitação conforme modelo MAPA (Anexo I) e documento oficial de registro. (In the case of foreign establishment registration, the foreign manufacturer must submit a request spreadsheet per MAPA template and official registration document to the competent authority of the country of origin.)
Product Registration (Art. 49–55)
Art. 50º — O registro ou o cadastro dos produtos será efetuado no Ministério da Agricultura e Pecuária. (Product registration or enrollment shall be effected with the Ministry of Agriculture and Livestock.)
Art. 53º — Os produtos cujo destino for a exportação e que já estiverem registrados ou cadastrados serão dispensados de novo registro, desde que atendidas as exigências do país importador. (Products destined for export that are already registered are exempt from new registration, provided the importing country's requirements are met.)
Import Provisions (Art. 60–88)
Art. 64º — Os produtos importados deverão atender aos requisitos estabelecidos neste Decreto. (Imported products must meet the requirements established in this Decree.)
Art. 88º — Estabelecimentos estrangeiros habilitados a exportar produtos de origem animal para o Brasil deverão se registrar no DIPOA/MAPA. (Foreign establishments authorized to export animal origin products to Brazil must register with DIPOA/MAPA.)
