Overview
Circular nº 21/2025/DIPOA/SDA/MAPA (Ofício-Circular Nº 21/2025/DIPOA / Circular 21/2025 DIPOA), updated December 5, 2025, is DIPOA's official Q&A guidance establishing the procedures foreign manufacturers must follow to export animal food and feed to Brazil. It operationalizes the registration requirements under Decreto nº 12.031/2024 (Decree 12031/2024). The original Circular 12/2025 DIPOA (July 7, 2025) was the first to notify these procedures; Circular 21/2025 superseded it and provides comprehensive Q&A.
Section 1 — Foreign Establishment Registration
Q1.1 — Competent Authority in Country of Origin
> "A autoridade competente no país de origem costuma ser aquela que autoriza/registra o estabelecimento para atividade de fabricação do produto destinado à alimentação animal e que realiza fiscalizações nesse estabelecimento." (The competent authority in the country of origin is the one that authorizes/registers the establishment for animal feed manufacturing activity and conducts inspections.)
Foreign manufacturers must identify their own country's competent authority.
Q1.2 — Documents Required
The formal application must be submitted to MAPA through the foreign competent authority with:
- Registration Request Spreadsheet (Planilha de Solicitação de Registro): MAPA template in Annex I, editable XLSX format. Instructions include product categorization per Table 1. - Official Establishment Certificate: Issued by the competent authority of the country of origin (Art. 21, Decreto nº 12.031/2024 / Article 21 of Decree 12031/2024). Apostille is waived if the document contains a mechanism for verifying authenticity.
- Good Manufacturing Practice Declaration (Declaração de Boas Práticas de Fabricação / BPF): Issued by the competent authority or officially accredited certification body in the country of origin (per Art. 22, §2º of IN 15/2009 and Art. 13, IV of IN 51/2020). Independent/private certification bodies are also accepted.
Q1.3 — Standardized Templates
Only the Registration Spreadsheet has a standardized template (Annexes I, II, III). No standardized format exists for other documents.
Q1.4 — Foreign Registration ≠ PGA-SIGSIF Access
> "O registro do fabricante não dá acesso direto à plataforma. É necessária a etapa de solicitação de acesso." (Registration of the manufacturer does not grant direct access to the platform. A separate access request step is required.)
Q1.6 — HACCP as BPF Equivalent
> "A certificação em APPCC/HACCP emitida pela autoridade oficial ou por organismo certificador competente é reconhecida pelo MAPA como equivalente à declaração de Boas Práticas de Fabricação." (HACCP certification issued by the official authority or competent certification body is recognized by MAPA as equivalent to the Good Manufacturing Practice declaration.)
Q1.7 — Alternative if No Official BPF
If the official authority does not issue BPF declarations, a competent certification institution/entity may issue it, enabling the establishment's registration in Brazil.
Section 2 — PGA-SIGSIF Platform Access
The first user linked to the foreign establishment in PGA-SIGSIF must be designated as "Acesso Externo" (External Access). The External Access Manager has authority to approve/deny subsequent user access requests, manage label additions, modifications, and deletions.
