Key Agenda Items

  1. Appendix A (pages 23-69) — the new Model Regulations for Pet Food and Specialty Pet Food — directly embeds the 2023-04-03 final PFC/MBRC text (see companion topic AAFCO_2023_pflm_final) as Appendix A of the 2023 Annual Meeting agenda book. This is the formal adoption vehicle for PFLM.
  2. Board recommends acceptance of PFC e.(i) — strategic affairs bylaws revision (officer term Midyear-to-Midyear).
  3. Board recommends acceptance of MBRC d. — Reg 4(d) antibiotics/quantitative guarantees revised language.

Adoption Outcome

The 2023 Annual Meeting was the formal vote where the Pet Food Label Modernization (PFLM) package was approved by AAFCO membership for inclusion in the 2024 AAFCO Official Publication (aafco.org, downloadable through their Digital Publication Package).

This is the operational milestone that closes the multi-year PFLM arc:

  • 2019 PFC: PF3(e) strike + PF4(g) revision (Savannah GA)
  • 2020 MBRC: PF3/PF5/PF7 attachment drafts (Albuquerque NM)
  • 2022-09-28: First consolidated draft with 11 definitions (Lizette Beckman editor)
  • 2023-04-03: Final draft with PF74→PF4 fix + 12 definitions + Familiar Household Unit
  • 2023-08 (this meeting): Formal membership adoption into 2024 OP

The 2024 AAFCO Official Publication embeds the full PFLM regulation set: PF1 (12 definitions including Familiar Household Unit), PF2 (label format with PF11/PF12 cross-refs), PF3 (Brand and Product Names), PF4 (Intended Use and Nutritional Adequacy Claims, originally typo'd as PF74), PF5 (Pet Nutrition Facts), PF6 (Ingredients), PF7 (Drugs and Pet Food Additives), PF8 (Feeding Directions), PF9 (Calorie Content for Dog and Cat Foods), PF10 (Descriptive Terms), PF11 (Manufacturer/Distributor; Name and Address), PF12 (Handling and Storage Instructions).
