AAFCO Model Bills and Regulations Committee (MBRC) Midyear Meeting — January 21, 2020, Albuquerque, New Mexico. Committee Chair Doug Lueders called the meeting to order at 1:00 p.m.

Five Regulatory Revision Recommendations (to AAFCO Board of Directors)

The MBRC recommends the following revisions be made to the Model Bills and Regulations:

1. Add Regulation 6(h) regarding Carriers (Attachment A) — and move Statements of Uniformity Interpretation and Policy (SUIP) 17 — Carriers to the deleted SUIP list if Regulation 6(h) is approved by the membership.
2. Revise Model Bill Section 7 — Adulteration (Attachment B).
3. Revise Regulation PF3 — Brand and Product Names (Attachment D).
4. Revise Regulation PF5 — Ingredients (Attachment E).
5. Revise Regulation PF7 — Nutritional Adequacy and Feeding Protocols (Attachment F).

Other Items Discussed

• Regulation 4(g) and 4(h) Expression of Guarantees: working group approved by the committee to revise Model Bill Regulation 4(g) and 4(h); to be presented to the membership during the 2020 AAFCO Midyear Business Meeting.
• SUIP 27 Chews and Bones (Attachment C): a recommendation provided by the Pet Food Committee was considered by MBRC.

Context Within Multi-Year PFLM Timeline

This 2020 meeting is the earliest formal attachment of the modern PF sections: Attachment D (PF3 Brand and Product Names), Attachment E (PF5 Ingredients), Attachment F (PF7 Nutritional Adequacy and Feeding Protocols). These attachments were the seed documents that were accepted as proposals and moved toward the 2022-09-28 PFLM draft cycle (Lizette Beckman as editor), which became the final PFLM adopted in the 2023 Annual Meeting and embedded in the 2024 AAFCO Official Publication.

The Carriers addition (Regulation 6(h)) was a separate but parallel housekeeping action — codifying into the Model Bill what had previously been in SUIP 17 (Carriers).
