One nutrient, five standards: taurine across the US, EU, China, Korea and Japan's gap
Taurine is one of the smallest molecules in pet nutrition and one of the most consequential. A cat that does not get enough of it goes blind, then worse. Yet ask five major economies for their taurine number and you get five different answers โ and, in one case, no number at all. This article lines up the cat taurine minimums from five regulatory regimes side by side, and uses the comparison to expose a quieter story: Japan, the world's third-largest pet-food market, regulates pet food as a safety problem and publishes no nutrient adequacy table whatsoever.
Why this one amino acid
The reason taurine dominates cat-food regulation is biological, not bureaucratic. As one AAFCO source puts it plainly, "taurine is an essential amino acid (cats cannot synthesize sufficient amounts endogenously)". Dogs, by contrast, make their own: AAFCO notes "taurine is not an AAFCO-required nutrient โ dogs can synthesize it from methionine and cysteine". That single physiological fact is why every cat-food standard in this survey sets a taurine floor and no dog-food standard does.
The other biological wrinkle is heat. "Extruded cooking destroys taurine," as the AAFCO 2014 dry-matter profile notes, and FEDIAF adds that "heat-processed wet food lowers taurine bioavailability". That is the root cause of a pattern we will see repeated in every regime: canned food needs more taurine per unit of dry matter than dry food.
United States โ AAFCO
The US model sets the cleanest split. The AAFCO cat food nutrient profile "sets a taurine minimum of 0.10% DM (1000 mg/kg) on a dry-matter basis", with "0.20% DM (2000 mg/kg) for canned cat food". Restated on the same basis, that is "0.10% DM for extruded (dry) and 0.20% DM (2000 mg/kg) for canned". On a calorie basis the US profiles dataset lists "Taurine minimums ... 0.25 g/1000 kcal ME for extruded (dry) food and 0.5 g/1000 kcal ME for canned food". Either way the ratio is the same: canned needs twice the dry-food level.
European Union โ FEDIAF
FEDIAF's 2025 guidelines set taurine at "Taurine minimum (dry pet food) 0.13 / 0.10 g adult and 0.10 g growth/repro" and "(canned pet food) 0.27 / 0.20 g adult and 0.25 g growth/repro" โ all per 100 g DM. The canned-to-dry multiplier is explicit in the guideline text: "canned foods need roughly 2-2.5 times the dry-food level".
What is striking is how stable those numbers are. The FEDIAF historical nutrient tables for cat adult maintenance โ the 2021, 2022, 2024 and 2025 editions โ each list, verbatim, "Taurine (canned pet food) g 0.27 0.20 0.25" and "Taurine (dry pet food) g 0.13 0.10 0.10". Four consecutive guideline editions, identical taurine rows. (For the record, this article uses only the 2021, 2022, 2024 and 2025 historical tables; the 2018, 2019, 2020 and 2023 editions are not used because those topics are pending placeholders with no real values.)
China โ GB/T 31217-2014
China's voluntary national standard for complete cat food sets, on a dry-matter basis, "taurine โฅ0.1% (dry food) and โฅ0.2% (wet food) for both life stages". That is almost a direct mirror of the US AAFCO split: 0.1% dry, 0.2% wet, applied to both adult and growth/reproduction stages alike. Notably, the standard "does not set requirements for vitamin A, arginine, or methionine" โ taurine is one of the few amino-acid-level specifics it bothers to pin down.
South Korea โ NIAS 2024
Korea's first-edition NIAS Pet Food Nutrient Standard (National Institute of Animal Science, Rural Development Administration, 2024-10) is "in force; referenced by MAFRA Notice". On taurine, the Korean cat tables explicitly defer outward rather than invent a national figure: the cat-growth table lists "Taurine per FEDIAF/AAFCO/NIAS minima". In other words, Korea's 2024 standard anchors its taurine requirement to the same international floors the US and EU already publish. Japan โ the gap
And then there is Japan. The only first-hand Japan source in this repository is the Pet Food Safety Act (็ฌฌไบๆก). Its operative clause empowers the ministers to act "to prevent harm to pet-animal health" by setting "manufacturing/method-or-labelling standards and compositional specifications for pet-animal feed" โ the original Japanese authorizes the ministers to "ๆใใๅ็ฉ็จ้ฃผๆใฎๆๅใซใคใ่ฆๆ ผใๅฎใใใใจใใงใใ" (set compositional specifications).
Read that wording carefully: it is a safety and composition statute. It authorizes specifications to stop feed from harming animals. It is not a nutrient profile โ there is no table of minimum taurine, arginine, or calcium levels for a complete cat food. The repository's intended Japan nutrient-table topic (jp-standards_001) is absent, and the one Japan source that does exist contains no taurine level at all. So the comparison is not "Japan sets taurine at X"; it is "Japan sets no taurine number in its pet-food law that we can find." For a major economy, the absence of a nutrient table is itself the finding.
Reading the numbers side by side
On a dry-matter basis, the four regimes that actually publish a taurine floor cluster tightly:

Two patterns hold across all four publishing regimes. First, every one of them sets the canned/wet floor at roughly double the dry floor โ AAFCO exactly 2ร, FEDIAF 0.27 vs 0.13 (about 2.1ร) and 0.20 vs 0.10 (exactly 2ร), China exactly 2ร. Second, the absolute levels are remarkably close: most sit at 0.10โ0.13% DM dry and 0.20โ0.27% DM wet. The science converges even when the paperwork diverges.
Why the gap matters
The five-regime view is a useful lens precisely because four of them agree and one does not. Where the US, EU, China and (by reference) Korea all treat taurine as a minimum nutrient that a complete cat food must contain, Japan treats pet food as a safety commodity whose composition must simply not harm the animal. That is a legitimate regulatory philosophy โ but it means a Japanese cat-food label is governed by a different logic than its American or European counterpart, and a buyer comparing "taurine content" across borders is comparing a number against a blank.
For formulators, the practical takeaway is simple: if you manufacture to AAFCO, FEDIAF or GB/T 31217 levels, you are already comfortably inside the international consensus of ~0.10% DM dry / ~0.20% DM wet. The outlier is not a competing number โ it is the absence of one.
