From GB 31217 to MOA Announcement 1038: the making of China's pet-food rulebook
China's pet-food rulebook was not written in a single law. It is a stack of national standards, industry standards, positive lists, labelling rules, a recall duty, a veterinary-drug law, and — as of 2026 — a fast-moving stream of new-drug approvals. Laid end to end, the pieces form one trajectory: first define what "complete pet food" is (2014), then police how it is made and labelled (2018+), then extend the net to prescription, freeze-dried and snack products (2025), and finally build out the medicine side of the same animal-health system (2020–2026).
The 2014 foundation: two complete-food national standards
The baseline is CN_GB31216_2014_complete_dog_food and CN_GB31217_2014_complete_cat_food. Both were "issued 2014-09-03 ... and implemented 2015-03-08"; they are "voluntary national standard[s]." GB/T 31216-2014 (dog) sets, on a dry-matter basis, "crude protein ≥22.0% / ≥18.0%; crude fat ≥8.0% / ≥5.0%; calcium ≥1.0% / ≥0.6%; total phosphorus ≥0.8% / ≥0.5%" (juvenile/pregnant/lactating vs adult). GB/T 31217-2014 (cat) sets "crude protein ≥28.0% / ≥25.0%; crude fat ≥9.0% / ≥9.0%; calcium ≥1.0% / ≥0.6%" and, importantly, "taurine ≥0.1% (dry food) and ≥0.2% (wet food) for both life stages" — but "does not set requirements for vitamin A, arginine, or methionine." Both standards classify moisture as dry <14.0%, semi-moist 14.0–60.0%, wet ≥60.0%, and both carry the same hygiene floor: "Salmonella not found in 25 g" (the zero-tolerance rule detailed in CN_salmonella_zero_tolerance, tested per GB/T 13091), plus aflatoxin B₁ ≤10 µg/kg.
2018: the dedicated regulatory framework
Before 2018 there was no pet-specific framework. CN_petfood_supervision_2021 is explicit: "China's dedicated pet food regulatory framework was established in 2018, not 2021." MOA Announcement No. 20, "signed 2018-04-27, effective 2018-06-01," issued "six normative documents ... administrative measures, production license conditions, labeling rules, hygiene rules," plus two license-application sets. Key duties: producers of compound pet feed / premix "must obtain a feed production license"; only catalogue-listed ingredients and additives may be used; "products must pass quality inspection before sale"; labels follow the labeling rules; hygiene meets the hygiene rules.
The recall duty itself is in CN_recall_system_2023 and cn_petfeed_management_recall: a producer that finds its product may harm pet health must "immediately stop production, notify sellers and users, report to the feed administrative department, and voluntarily recall the product" and have recalled product "destroyed under supervision". Chinese law "defines no Class I/II/III recall grading" — a sharp contrast with the US FDA system.
Labels and positive lists
CN_label_22_items_detail corrects a common misreading: the Pet Feed Labeling Rules (Annex 3) "Article 3 lists 12 mandatory label items, not 22" — product name, ingredient composition, guaranteed analysis, net content, storage conditions, directions for use, precautions (including "this product must not be fed to ruminants" for animal-derived products), production date, shelf life, producer name/address, license document number, and product standard number. Snacks "must be named 'pet snack'."
Two positive lists gate what may go into the food. CN_feed_ingredient_catalog_2023 identifies the "Catalogue of Feed Raw Materials, issued as Ministry of Agriculture Announcement No. 1773" — the permitted-ingredient list; substances outside it "require a new feed ingredient approval." CN_pet_food_additives_positive_list identifies the "Catalogue of Feed Additives — the 2013 edition was issued as Ministry of Agriculture Announcement No. 2045." Imported product needs one more gate: CN_imported_petfood_registration describes the "import pet food registration certificate," required under Article 14 via a Chinese agent, valid "5 years" with renewal "6 months before expiry." Reference data: "2,564 imported pet food registrations issued 2021-2025, 47.6% of all 5,384 import feed registrations."
2025: closing the prescription, freeze-dried and snack gaps
Three 2025 standards extend the net. CN_NY4838_2023_premium_dog_food is, despite its file name, China's standard for prescription (veterinary/therapeutic) complete pet food — "NY/T 4838-2025," "published 2025-12-09, effective 2026-05-01," covering "nutritional characteristic indicators for 19 categories of prescription diets." CN_NY4839_2023_premium_cat_food is likewise mis-named in the file: it is "NY/T 4839-2025" (freeze-dried pet food), issued via "MOA Announcement No. 976," "published 2025-12-09 and effective 2026-05-01," setting "strict requirements for moisture content, volatile basic nitrogen ... and histamine" and explicit "total bacterial count ... and Enterobacteriaceae" limits — "The standard fills a regulatory gap for freeze-dried processing." CN_NY_T_4839_cat_snack_standard clarifies that cat snacks are "regulated as 'other pet feed'" under the 2018 Measures, with "no dedicated NY/T standard for cat snacks" — and "may not be presented as nutritionally complete."
The veterinary-drug layer
Pet food and pet medicine are two faces of the same animal-health state, and China's vet-drug law runs in parallel. cn_vet_drug_regulation_2020 covers the Veterinary Drug Administration Regulations (State Council Order No. 404), revised through 2020; a "veterinary-drug production license is valid 5 years," and trading enterprises are "barred from dealing in human drugs." cn_vet_human_drug_ban states the core prohibition verbatim: "human drugs banned for animal use", with "prescription/OTC classification". cn_feed_banned_drug_list_176 is MOA Announcement No. 176, the "Catalogue of Drug Varieties Prohibited for Use in Feed and Animal Drinking Water." cn_vet_rx_drug_list_2024 is MOA Order 790 (2024-05-30), the 4th batch of the vet prescription-drug catalogue, including "4 isoflurane, pet-use inhalant anaesthetic".
2026: the new-drug approval wave
The timeline reaches the present in cn_moa_pet_veterinary_drugs_timeline_2026, which consolidates MOA Announcements No. 1022 through 1040 (January–July 2026). cn_moa_ann1022_new_veterinary_drugs_pet (2026-05-14) approves six new vet drugs, led by "Fluolaner" — cert "(2026) New Veterinary Drug Certificate No. 50," Category 2, 4-year monitoring — and "Fluolaner Drops" (cert 51), a "pet topical ectoparasiticide." cn_moa_ann1038_new_veterinary_drugs_pet (2026-07-06) approves six more, including "Chlorhexidine Acetate Solution" — cert "(2026) New Veterinary Drug Certificate No. 66," "pet topical drug," indicated "for disinfection of dog skin, wounds and mucous membranes" — plus "Huangsang Qingfei San" (cert 67) and a porcine circovirus vaccine (cert 68). Earlier, cn_moa_bulletin_202509_veterinary_drug_overview records MOA Gazette 2025 No. 9, where Announcement No. 920 (2025-06-20) approved "8 veterinary drug products" including gabapentin tablets — showing the pet-pharma pipeline was already flowing before 2026.
One trajectory
Read in order, the Chinese rulebook is a deliberate build-out: GB/T 31216/31217 (2014) define the product; MOA Ann. 20 (2018) supplies the licensing, labelling, hygiene and recall spine; the positive ingredient/additive catalogues and import-registration gate control inputs; NY/T 4838/4839 (2025) pull prescription and freeze-dried foods into the frame; and the veterinary-drug law plus the 2026 new-drug approvals build the medicine side of the same animal-health system. The through-line is consistency of intent — a positive-list, catalogue-driven, MOA-administered regime — rather than a single statute.
