How China enforces pet-feed rules — a penalty-decision taxonomy

Unlike the FDA/RASFF hazard-based recall picture, Chinese pet-feed enforcement shows up as administrative-penalty decisions issued by provincial agriculture bureaus. This taxonomy classifies 8 in-repo provincial penalty decisions (2023–2026) by violation type and anchors each to the cited legal article. Every violation-type label is a verbatim quote of the source. This is a non-random sample of 8 decisions, not a national census.

Violation-type summary (n=8)

| Violation type | Count | Decisions |

| --- | --- | --- |

| 目录外物质 — substance outside Feed Materials Catalogue | 4 | baoji, dazu, jianping, shanghai |

| 营养不达标 — nutrient substandard | 1 | fengjie |

| 无质检合格证 — no quality-inspection certificate | 1 | jiulongpo |

| 假兽药 — fake veterinary drug | 1 | liangjiang |

| 违规分装 — illegal repackaging | 1 | mengcheng |

Legal-article pattern

  • 饲料和饲料添加剂管理条例 Art 23 — the most-cited violation basis (5/8): it prohibits producing/operating feed with substances outside the state catalogues.
  • Art 43 — the most-cited penalty basis (6/8): confiscation + fine tier.
  • 宠物饲料管理办法 Art 10 — appears in the pet-feed-specific cases (jianping, mengcheng).
  • 兽药管理条例 — invoked only for the fake-vet-drug case (liangjiang): a supplement marketed without a veterinary-drug approval number is treated as a fake vet drug.

What the sample shows

The dominant enforcement theme is off-catalogue substances — four of eight decisions involve pet feed made with ingredients outside the state Feed Materials Catalogue (black truffle powder; non-catalogue herbal substances such as 连翘/生地黄/山豆根; off-catalogue e-commerce products). The remaining cases span nutrient substandard (crude protein 16.7% vs a ≥25% label claim), missing quality-inspection certificates, a fake veterinary drug, and illegal repackaging/splitting for sale.

Honest gaps

This is a non-random sample of 8 provincial decisions in the in-repo set, not a national census of CN pet-feed enforcement. Penalty amounts are available per decision but not tabulated here; consult each source topic.
