# From a Salmonella lot to a regulation: tracing pet-food recalls across the US, EU and China

A single recalled bag of pet food sits atop a very different regulatory system depending on where you stand. The United States, EU and China each record pet-food recalls, but the *systems underneath* — trigger, disclosure, hazard taxonomy — barely resemble one another. The `Global_pet_food_recall_landscape_2019_2026` topic states events "are recorded by **three fundamentally different regulatory systems**" with different "Trigger mechanism (voluntary vs mandatory)," "Hazard taxonomy (FDA Class I-III vs RASFF categories vs GACC reasons)" and "Public accessibility."

This article follows the same lot backward — from the hazard (Salmonella, aflatoxin, an un-inspected freeze-dried batch) to the substance and the underlying feed-safety rule each regime enforces — across all three jurisdictions.

## United States: a voluntary system with a three-tier severity ladder

US pet-food recalls are, by and large, firm-initiated. The FDA's framework, per `Global_pet_food_recall_landscape_2019_2026`, rests on a "Firm-initiated voluntary recall; FDA may issue Advisory / Alert / Caution; Warning Letters are pre-recall regulatory enforcement." The hazards that actually drive US pet-food events cluster tightly: "**Salmonella** dominates raw/frozen pet food (Darwin's, Aunt Jeni's, Texas Tripe, Performance Dog)," with "**Listeria monocytogenes** co-occurs with Salmonella in raw products," "**Aflatoxin** in corn-based dry kibble" (the Sportmix/Mid America cluster), "**E. coli O157** in raw" and "**Foreign material** (Fromm BeefiBowls 2025)."

The FDA sorts every event into three classes (`FDA_pet_food_recall_classification`): Class I = "reasonable probability that use ... will cause serious adverse health consequences or death" (e.g. aflatoxin >100 ppb, melamine >50 ppm, Salmonella in high-moisture food, vitamin D >10,000 IU/kg in dogs); Class II = "temporary or medically reversible" consequences; Class III = labeling/manufacturing violations "where health consequences are unlikely." The hazard-to-rule trace is direct: *Salmonella in high-moisture food → Class I; aflatoxin over 100 ppb → Class I*.

The `FDA_pet_food_recall_index_2018_2025` topic indexes the canonical FDA list. Its hazard summary shows "**Salmonella** ... Most frequent ... Raw/frozen pet food (BARF-style), pig ear treats," "**Listeria monocytogenes** ... Frequent," and "**Aflatoxin (Aspergillus flavus mycotoxin)** ... Two events (2020-2021) ... Corn-based dry kibble." Real events confirm the pattern: "January 25, 2021 — Sportmix Pet Food; **potentially fatal Aflatoxin levels**" and "October 30, 2019 — Pig Ear Pet Treats contaminated with **Salmonella**; connected to **human infections**."

The 2026 picture, from `FDA_pet_food_recall_2026`, lists "**20 pet-food recall entries from 2019 through 2026**" with "2026: 7" year-to-date: thiamine (Go Raw), Salmonella (Elite Treats, Albright's), Listeria (Raaw Energy) and foreign plastic (Pedigree). The Salmonella/Listeria entries fall under Class I/II; thiamine and plastic under Class II/III.

## European Union: a mandatory alert network, Salmonella-dominated

The EU runs the opposite model — RASFF is "**mandatory** within EU" (`Global_pet_food_recall_landscape_2019_2026`), with "30-45/year (peak 2024: 46)." `RASFF_petfood_overview` confirms "255 pet food notifications ... covering 2019-01 through 2026-07," all `productType` "feed."

The dominant hazard is unambiguous. `RASFF_petfood_salmonella` reports: "**Salmonella is by far the leading hazard** ... **99 of 255 records (38.8%)** mention Salmonella in the `subject` field." It "peaks at **21 cases in 2023** out of that year's 36 total (58.3%)." The runner-up is "Enterobacteriaceae at 37 records (14.5%)."

Two product categories amplify the Salmonella signal. `RASFF_petfood_raw_BARF_recalls` finds "**35 of 255 records (13.7%)** as raw pet food / BARF-style" with "the dominant hazard **Salmonella at 24 of 35 (68.6%)**" — "far above the dataset overall rate of 38.8%." The issuer concentration is striking: "**Belgium (BE) issues 21 of 35 (60.0%)**." `RASFF_petfood_dog_chews_phenomenon` finds "**65 of 255 records (25.5%)** as dog-chew related," with "**Salmonella dominates the hazard profile inside the dog-chew subset at 31 of 65 (47.7%)**." Top origins for dog chews are "Turkey (TR): 13, Poland (PL): 13, China (CN): 12, India (IN): 7."

The trace here is: *Salmonella in raw/BARF and dog chews → RASFF mandatory notification → serious-risk/border-rejection classification.* Because RASFF is mandatory and pan-EU, its event count dwarfs the US voluntary system — the landscape topic notes "**EU RASFF has the highest event volume**, reflecting mandatory cross-border notification + pan-EU coordination." The underlying rule is EU feed-hygiene law (Reg 2017/625), not a graded recall like the FDA's.

## China: administrative penalties, import refusal, and a zero-tolerance hygiene floor

China's system looks different again. Per `Global_pet_food_recall_landscape_2019_2026`, "Customs (GACC) inspection at import" is the dominant CN mechanism, "voluntary firm recall is rare in CN market." Chinese law sets "no Class I/II/III recall grading," per `CN_recall_system_2023`: it "defines no Class I/II/III recall grading and no fixed-hour recall deadlines." Instead, the Pet Feed Administrative Measures (MOA Announcement No. 20, 2018) impose a voluntary-recall duty — verified verbatim in `cn_petfeed_management_recall`: a producer must "stop production, notify sellers/users, report to the feed authority, voluntarily recall" and "recalled product is destroyed under supervision".

Recent cases show the enforcement teeth. `cn_guopai_pet_food_15000_fine_20250918` documents a CN¥15,000 penalty against Hebei Guopai Pet Food: "10 batches / 584 bags of freeze-dried small-pack pet feed produced **2025-01-01 to 2025-05-28** not quality-inspected," because "after freeze-dried material is added, the product requires batch re-classification and ex-factory inspection". The legal basis is "Pet Feed Management Measures Art. 6" — a formula-change-triggered re-inspection rule that has no direct US/EU equivalent.

Advertising violations draw even larger fines. `cn_hangzhou_livestream_400k_fine_petfood_202506` records a combined CN¥400,000 (2025-06-16) penalty where a "vet-recommended" claim triggered Advertising Law Art. 21(2). `cn_hangzhou_pet_co_celebrity_650k_endorsement_2024` is the largest known: a "**CN¥6.5 million**" celebrity-endorser fee violating the same Art. 21(2) as a "**celebrity user**." These are conduct penalties tracing to the Advertising Law, not hazard recalls.

The genuine hazard-to-rule trace in China runs through the hygiene tables. `cn_feed_quality_petfeed_2025` shows the 2025 plan "launches pet-feed quality & safety risk monitoring" and lists "pet-feed detection items include crude protein, crude fat, lead, arsenic and cadmium." `CN_salmonella_zero_tolerance` pins the Salmonella floor in the GB/T 31216-2014 (dog) and GB/T 31217-2014 (cat) hygiene tables: "Salmonella must be 'not found' in a 25 g sample, tested per GB/T 13091" — a **zero-tolerance** compositional limit, the Chinese analogue of the EU's Salmonella-dominated RASFF signal. `cn_feed_quality_sampling_2025` adds the disposal chain: on non-conforming products, authorities "seal the batch, suspend production" and penalise if re-test fails.

## What the three traces show

Follow one hazard — Salmonella — and the regimes diverge sharply in *form* while converging on the same *substance*:

- **US**: Salmonella in high-moisture food → FDA **Class I**; voluntary firm recall, firm-named advisory.
- **EU**: Salmonella in raw/BARF or dog chews → **RASFF mandatory alert / border rejection**; 99/255 notifications (38.8%), peak 21 in 2023.
- **China**: Salmonella "not found in 25 g" (GB/T 31216/31217) → **zero-tolerance hygiene limit**; breaches handled via administrative penalty and import refusal rather than a graded public recall.

The same holds for aflatoxin (US: >100 ppb → Class I, the Sportmix cluster) and China's conduct layer (advertising-law penalties of CN¥400,000 and CN¥6.5 million). Per `Global_pet_food_recall_landscape_2019_2026`, event *volume* is highest in the EU (mandatory, pan-EU), lowest in the US by count (~3-5 advisories/year), and least transparent in China, where "cross-border refusal is the dominant CN mechanism."
