{"topic_id":"kr_control_fao_014","category":"korea-2026","context":"---\ntopic_id: kr_control_fao_014\ncategory: KR-CONTROL-FAO\ntitle: Article 16 (Standards for Intensive Control of Hazardous Elements)\nlang: en\nsource: control_of_livestock_and_fish_feed_act_fao.pdf\ndate_parsed: 2026-07-18\ntokens_estimated: 3292\n---\n\nArticle 16 (Standards for Intensive Control of Hazardous Elements)\n(1) The Minister of Agriculture, Food and Rural Affairs may determine and publicly notify procedures for\nthe management of manufacturing facilities and process for each type of feed or standards for the intensive\ncontrol of hazardous elements in each process (hereinafter referred to as \"standards for intensive control of\nhazardous elements\") in conformity with standards prescribed by Ministerial Decree of Agriculture, Food\nand Rural Affairs in order to prevent hazardous substances from mixing with feed or to protect feed from\nbeing contaminated by such hazardous substances in the course of the management of raw materials and\nmanufacturing and distribution of feed. <Amended on Mar. 23, 2013>\n(2) The Minister of Agriculture, Food and Rural Affairs may, when he or she establishes standards for the\nintensive control of hazardous elements, require manufacturers of such feed to comply with the standards,\nas prescribed by Ministerial Decree of Agriculture, Food and Rural Affairs. <Amended on Mar. 23, 2013>\n(3) The Minister of Agriculture, Food and Rural Affairs may designate feed factories of a manufacturer\nwho is willing to comply with standards for the intensive control of hazardous elements, among\nmanufacturers, as feed factories conforming to standards for the intensive control of hazardous elements.\n<Amended on Mar. 23, 2013>\n\n(4) The Minister of Agriculture, Food and Rural Affairs shall issue a document certifying designation to\nthe manufacturer whose feed factory is designated as one conforming to standards for the intensive control\nof hazardous elements pursuant to paragraph (3), as prescribed by Ministerial Decree of Agriculture, Food\nand Rural Affairs. <Amended on Mar. 23, 2013>\n(5) A manufacturer (including his or her employees) who wishes to be designated as a feed factory subject\nto the standards for intensive control of hazardous elements or who has been designated as such, shall\nreceive education and training on technology and information necessary for the intensive control of\nhazardous elements, as prescribed by Ministerial Decree of Agriculture, Food and Rural Affairs. <Amended\non Dec. 27, 2022>\n\n(6) The Minister of Agriculture, Food and Rural Affairs may entrust an institution prescribed by\nMinisterial Decree of Agriculture, Food and Rural Affairs with the conduct of educational and training\nprograms under paragraph (5). <Amended on Mar. 23, 2013>\n(7) The Minister of Agriculture, Food and Rural Affairs may, if a feed factory conforming to standards for\nthe intensive control of hazardous elements falls under any of the following subparagraphs, revoke the\ndesignation or order it to take corrective measures, as prescribed by Ministerial Decree of Agriculture,\nFood and Rural Affairs: Provided, That if it falls under subparagraph 1 or 4, the designation shall be\n\nrevoked: <Amended on Mar. 23, 2013; Dec. 27, 2022>\n1. If it obtains the designation by fraud or other improper means;\n2. If it fails to comply with an order of correction without good cause;\n3. If it fails to comply with standards for the intensive control of hazardous elements;\n3.-2 If it fails to receive education and training referred to in Article 5;\n4. If it is ordered to suspend all of its business for at least two months or more for falling under Article\n25 (1) 8, 9, 12 through 14, 16, 18, or 19;\n5. Other cases prescribed by Ministerial Decree of Agriculture, Food and Rural Affairs, which are\nequivalent to those under subparagraphs 2 and 3.\n(8) No manufacturer shall use the title \"feed factory conforming to standards for the intensive control of\nhazardous elements\" if he or she fails to have his or her feed factory designated as one so conforming to\nstandards for the intensive control of hazardous elements under paragraph (3).\n(9) The Minister of Agriculture, Food and Rural Affairs or each Mayor/Do Governor may provide\nmanufacturers whose feed factories are designated as those conforming to standards for the intensive\ncontrol of hazardous elements with preferential support, such as loans for the improvement of\nmanufacturing facilities. <Amended on Mar. 23, 2013>\n(10) Each feed factory conforming to standards for the intensive control of hazardous elements shall\nundergo examinations on whether it complies with standards for the intensive control of hazardous\nelements, as prescribed by Ministerial Decree of Agriculture, Food and Rural Affairs. <Amended on Mar.\n23, 2013>\n\n(11) Matters necessary for the qualification requirements and the procedure for the designation of a feed\nfactory conforming to standards for the intensive control of hazardous elements under paragraph (3),\ndetails of educational and training programs under paragraph (5), and the method and procedure for\nexaminations under paragraph (10) shall be prescribed by Ministerial Decree of Agriculture, Food and\nRural Affairs. <Amended on Mar. 23, 2013>\n","sources":[],"tokens_estimated":3292,"generated_at":null,"tip":"Use /api/v1/topics to discover more topics. /api/v1/nutrient for precise single-point queries. /api/v1/cross_compare for 2-3 standard comparisons."}
