Each substance assigned to one of three classifications: Class 1 (no evidence of hazard, GRAS affirmed); Class 2 (equivocal evidence, requires further studies); Class 3 (evidence of hazard under certain conditions, GRAS revoked or restricted). Pet-food-relevant SCOGS evaluations: SCOGS Opinion 85 (BHA, Class 1 at typical use levels <0.02% of fat content); SCOGS Opinion 86 (BHT, Class 2 with recommendation to lower maximum levels from 0.02% to 0.01% of fat in 1979); SCOGS Opinion 87 (ethoxyquin, Class 1 no hazard at use levels but EU has since restricted ethoxyquin due to hepatotoxicity concerns in dogs); SCOGS Opinion 69 (propylene glycol, Class 1 trace levels in dog food but AAFCO subsequently banned use in cat food due to Heinz body formation). Notable: SCOGS reviews pre-dated the modern GRAS Notification program (started 1997); SCOGS opinions remain on FDA website as historical reference but are not legally binding - newer GRNs supersede.
